Maybe only used in a museum ?
What museum they ware talking about ?
Is it a famous museum ?
Is it a European museum standards or North American museum ?

museum quality actually doesn't mean anything.

it just means that a museum accepts it into their inventory which maybe given or purchased.
just think of all the bad quality "artifacts" in a museum .. it's "museum quality" but not NOS, mint, etc shape, though it could be.
