Hi Everyone:
I want to learn a technique to have this womans face show on or come from the clouds?
There are probably a bunch of techniques, but I could not find any tutorials on it, so I need step by step directions to learn how to do this.

Look for tutorials on layer masking and masking hair.
To do this correctly is a multi-step process and needs to be practiced a bit before you can do it quickly and well.

It depends on how prominent you want the face to be. In this rendition, I used the elliptical marquee tool with a feather setting of 25 px and copied a portion of the face, then pasted it to the sky layer. Then I set the opacity of the face layer to 25%, but it can be adjusted to suit your taste.

Translucent: 9% / Blur Tool / Transulecnt 20% / curves / contrast / merge visible / copy / guassian blur (low) / past / translucent 11% / replace color (face) desaturate slightly:
