I have a digital pic that is at night and I am wondering if there is a way to lighten it up to see whats in the background. Any help would be greatly appreciated.

You could use free gimp to do that, also if you shoot in RAW you could use uf raw. But posting pic is a good idea if you didn't that before. Maybe someone knows more tricki way that would give better quality photo after lighting up.

If the image is a JPEG, it's not likely to be possible because the color information is what JPEG compresses the most.

If the image was captured as a RAW file, it's a possibility the background could be seen once developed in a good RAW converter like ACR or Lightroom.
