Isn't 2048 X 1152 2K and not 4K?

I purchased night vision infrared goggles that are advertised as having the ability to take 4K videos. The problem is that after I take videos that are allegedly in 4K mode, the resolution is always 2048 x 1152. So, is the manufacturer lying about the resolution or am I missing something?
 
First thought is: Is there a resolution setting in a menu somewhere? That resolution is a tiny speck more than regular HD video, which is 1920 x 1080.

There is, but all the other resolutions are less.

The funny thing is that I can tell from the button layouts that one Chinese company makes a lot of these, and they are sold under a lot of different brands. So, I wonder whether the false advertising for "4K" video applies to all the different units. I can't be the only person to have checked this.
