Photoshop question

Well... I want to put a picture of a cat - behind a window. How do I do it? I have both pictures saved in my folder, I put the window on my photoshop canvas. How do I put the cat on a new layer? When I drag the cat image over to the canvas, it makes a new page... How do I put it on a new layer? And then behind the window?

Yes ive looked at everything but i dont know how to actually put a photo on a layer.

open both photos

drag the layer from the cat photo to the window photo (or vice versa)

make sure window layer is on top of cat.

now you have to mask since the window wont be transparent (unless you already set up the transparency)
