But he flashed it. I've seen lots of distant road signs show up way too bright as a result of that.

yes, but the angle the flash would hit the sign will not give much reflection back in the direction of the camera.

It doesn't appear like the flash fired...the EXIF says no flash.

Well for a three min exp. he could hand hold the flash and hit test test to pop the flash.
