Looks like some zooming while the shutter is open.

Can't be zoom or camera movement only the 24 is distorted. This must be Photoshop.

My guess is that he/she did the zoom/shutter trick, but also a normal shot. Took it into photoshop and brought in only the 24/24 into the normal shot. Either that or they went in and cloned everything out haha

Geaux was almost there - it is just a zoom while aperture open, then a selective crop (the zoom echo of "La Station U" has been cropped off the right side to bring focus on the 24/24)
