Another "what lens" thread :/

Hi, I am a Nikon D90 shooter.
I have several of these budget lenses and I am looking to downsize my lens arsenal for some nicer glass.
I was wondering what lenses you'd recommend for me?

I'm just your average amateur
I plan to shoot some portraiture, in and outdoors
maybe something for some light landscape work
I like to shoot car's, strobe and natural light.
I do a lot of live concert photography but I have a lens set for that.

I don't have a huge budget to work with.
Maybe $300 on the used market for each lens.
But if there is something you think I really really should get, and that I'd be really happy, let me know and I'm sure I can give my self a bigger price bracket.

I've always done work with prime lenses and am completely fine with going prime.
Also, I need them to autofocus.
I've always used lenses with manual focus, and now I realize if I'm going to pay my money, I want the auto focus.

I'm using a 16mm f2.8 wide angle.
And a 28mm f2.8

They may not be prime for what I do, but it works for me and I like them

anyone?

I don't know how to find out if a lens is going to be "good" without actually getting to hands on use it
But I also don't want to totally buy a lens that stinks.
I feel like reviews on the web are much too biased and I would rather have a discussion about the lenses

I've been looking into the:[h=1]Tokina AT-X Pro AF 28 - 70 mm F/2.6 - 2.8[/h]
any input?
