Army - Chasing the one that got away

The Dept of Defense own a large island on the lake I live on that has been used as a summer camp for military and inner city kids who are having problems with parent separation or other issues and would not otherwise have a summer holiday for decades now. Recently its being expanded for a rest and recouperation centre for wounded vets and their families. In the fall a construction company shows up to assist on the next phase of heavy construction. Today one of the barges they use to transport their equipment to and from the island must have gotten away from the control boats and went by where we live as the troops struggled to get it under control. Every time they would try to push it, the thing would just turn a circle on them once the wind caught it sideways. They finally got it under control with a control boat lashed to either side and reconfigured the barge to head into the wind. In the final configuration in number 4 it reminds me of a submarine.
