I like the composition in Picture 2. I can see multiple pilings in that picture..getting smaller and smaller.

Jason, what is the function of those pilings?
 
I like #2 a lot, nice strong composition. My issue with #1 is that the tops of the pilings are at the same level as the horizon, so aren't separated as clearly as they could be from the BG. Not sure if I'd prefer it from lower or higher though.
 
Great composition but the underexposure takes away from the effect beyond the immediate foreground. Postprocessing is necessary.

They are not underexposed.

Well the luminosity histogram shows it to be underexposed and clipped in the black area in Photoshop. PaintShop Pro histogram shows it to be underexposed as well.

Perhaps you need to check your monitor.
