Best program for adding/editing text?

I wonder if you all could help me out and advise me on what the best program for adding simple and professional looking text to a picture is,here are examples of what I have in mind.

Plus, the more fonts you have or download onto your computer, the more options you have with photoshop. There really is no limit with photoshop fonts it seems
