I want to take an object out of the foreground and place it on a black background? I have tried a few times but failed. The object I am taking out of the foreground is a car and I want it on a black background

Heres one way using PS Elements. You need to know how to use photoshop mask tools and layers.
1. Use one of the mask tools (magic wand or lasso) to draw round the object, be as accurate as possible and use feathering if necessary.
2. When you have the selection complete copy it as a layer.
3. Make a duplicate of the background layer and paint it black using the paint tool.
4. Use the layers panel to display the copy/object selection above the painted duplicate background and then hide or discard the original background layer.

This should work but there may be other ways suggested by others.

For ultimate accuracy when making selections, use the pen tool. Play connect the dots. Zoom in and be as careful and diligent as possible, then when you've finished, right click, and choose make selection.
