Is it too boring, too colorful, bad angle? -- any suggestions on improvement?

Hi, the composition isn't bad but the light ruins the photo for me. What time of day was this taken? I'd like to see a more diffused light from early morning or late afternoon depending on what works for the shot (direction of light in relation to the building). keep shooting though as long as its fun for you and you'll get better and better. I keep considering every shoot I go on practice and if I happen to get something I like ok, if not I learn a lesson of some sort.

it is a fine image; i saw its largest format by visiting flickr; then i really enjoyed it; then the shadows are not felt that harsh too

Thank you. It was taken at 2:30.
Next time its sunny I'll try out different times to see what its like.
