Taken from a moving RV over rocky roads. Overall I like the image and post processing, but I feel something is missing... I would like for the rock to "pop" more.

Get this inexpensive book - The Digital Negative: Raw Image Processing in Lightroom, Camera Raw, and Photoshop

You can do local edits in an image using the Adjustment brush in
Camera Raw/Lightroom (both are ACR).

I think you lowered the settings to much. The cliffs and dirt around Sedona are in fact distinctly rust colored

Did a quick edit. I don't know if it was what you were looking for but the horizon line was dead center and as already stated the saturation was pushed up.
