For both of these, it seems you are undecided, shoot the top or shoot the bottom and so these shots have ended up undecided.

In the first, you have chopped off the bottom half of the couple looking at the camera and in focus in favor of a confused scene in the back.
In the second, the foreground is underexposed and the building in back is undistinguished.

Decide what you want to take a picture of and frame and expose for that.
