Cool Clouds

So I see all these photos with like, a cool streaked cloud effect in them. Now the only way I can think of to do this would be to set the shutter speed to a excessivly long time, but im sure that would blow out the picture reguardless of the apeture. So my question is, how is it done? It looks really cool , situational, but cool

Welcome to the wonderful world of:
a) filters (mainly ND(neutral density) or infra-red), these allow for much longer shutter speeds. ND 2 is 1 stop, ND 4 is 2 stops, ND 8 is 3 stops, and so on.
An ND 110 is very useful, allows a 10 stop difference. Anything higher than a ND 110 is quite rare.
