I thought this bus schedule board from the north of Laos might be interesting.
$1 = 8125 Kip

Note the km/hr and the total hours for some of the trips.

We did Udomxai - 120 K in 3 hrs and 20 minutes. an average of 22 miles per hour

VIP bus was faster, had semi-reclining seats and a dvr player (in Lao and loud)
Local bus stopped wherever needed

I did ask about that.
It seems that if they have a group of people to go, they'll run a small bus or minivan.
That is quite a distance but only the first 4 hours are on Lao roads, after that the roads in Thailand are quite good.

The bus to Phongsaly is a different matter; the road is horrible, especially in the rain, and altho the VIP bus is nicer, well, rather than tell you, watch this video
