I would agree that it's promotional vehicle. Most likely a race team of some sort, because it looks like a tanker to me

plates are not UK plates - German perhaps. Looks like a tanker of some sort. A concept? Seems to be at a show - look at the lorry behind - it has speakers in front. Other than that....

It's a lorry (I think German as well) because you can see the cab and trailer. What is it? Bloody expensive and ugly! It looks to me like it was done for a film. You've got to love the propeller windscreen wipers though.
I've tried to get some info from the name on the front (the silver blur) but I can't. Where did you find this?

But I can't say I've ever seen this thing out on the roads so far!!!
It looks very much like a tank truck, there's no doubt about that, but the styling!?!?!?
