I was parked at Lowe's today and saw this in a Jeep beside me. I'd like to know the person that owns this, we'd probably get along well lol.

Probably not.

As long as your vision isn’t impaired, I don’t see why not. Mine only block the closest part of the hood (boot).

Being alert to "grab shots" can be fun like all the ducks. I saw this one in the parking lot at a local building supply store. This was back when I carried my camera with me at all times.

I saw a Jeep a couple days ago in Florida with a similar dashboard and duck stickers all over the outside. I was driving so no chance for a pic.
