the reflections on the street ( maybe? ) are dstracting, i thought at first maybe it was a blur motion, but...

They are reflections from the glass in the building in the background. Those windows are higher up and not visible in the shot. They do look a little weird in B&W, don't they?

Some time ago I took an Elm Street shot here where I live...this makes want to dig it up.....despite it being totally different in every aspect....
