Fuji GW690ii Underexposure

It seems like almost all of my photos from my fuji Fuji GW690ii are seriously or at least a tad underexposed. Since this is a fully manual camera, I meter with iPhone apps.

I'm wondering if I should just set the ISO down lower and be done with it? Would many stops would you go down?

Lab issues? Incident and/or true spot metering might help. Shutter timing issues usually result in over-exposure.

Can you show us the negs? Also what film? For color print I always over slightly. 400 iso I shoot/meter for 320 iso.

I think spot metering the mountains instead of the sky might help. Then would the sky be too dark?
