If I'm shooting a band at 1/60 second with a appeture of 2.8 and a ISO of 1600 what would I have to do to get multiple band members in focus?Would it be raising the ISO and and changing the appeture to something bigger so the DOF isn't so thin?I shoot using spot metering, AF-C and single point focus so would I have to change any of these settings to increase my chances??Cheers Ben.

If you could back up and put more distance between you and them that may help. Also if you can steady the camera, 1/30th will double your light allowing you to increase fstop.

1600 ISO on a D90, doubt you want to increase that setting.

I will talk to my neighbor when I see him since he is in a band and see if I can get some information for you.

In general you have to set a smaller aperture (i.e., a larger F-number). Due to the other settings already close to the limits, use flash if you can.
However, if you are shooting with the Tokina 11-16, it should not be really thin: check on Depth of Field Table to have an idea on DoF size. Perhaps choosing a focus point about in ther middle of the people may be sufficient.
