Help can figure it out

Okay WTF is happening. On my yard these 2 lighted bears are both lit at the same time. They do not blink etc. When i take pictures only one bear is shown lit up at a time how is this possible ... and what is causing this? I hope someone knows what is happening here.

I finally got a pic of both lit by firing continuously and one photo returned with both lit up.

Some LEDs flash on and off very fast. Your shutter speed is likely capturing one display with the lights on and the other when it's off. Try a slower shutter speed.

Thank you it was shutter speed slowed it to 1/15th and no issue.
