help needed: tripod

I need a tripod which would let me take pictures at variuos angles, say
10,20 etc degrees.
Do they exist and what's a best place to look for them (in terms of price).

I am a complete novice in photo.

Even the most basic tripods let you choose the angle. Just loosen a lever and tilt the mount. Heck, I bought mine at Walmart and it does that!
