help with setting for motion

i want to capture an image of my kids sledding and want it to be streaked with the motion .... is this "panning"

what are some things to get the exposure correct on grey skies and white snow. i am assuming it would be best to set shutter speed and let camera set aperture then compensate for ev

ND + Graduated ND filter or possibly a Circular polarizer.

You'd need the ND filter to cut the exposure enough so that you could use a slow enough shutter speed to pan without having the entire scene blown out. The graduated ND filter would allow you to get the sky balanced with the ground in terms of exposure. A cpol might work for that too, it depends on how big of a difference there is between the exposure of the sky and the ground.
