How can i do this effect?

It just looks over saturated to me. I doubt that it is HDR because I think it may be hard to do that with moving people. But I know little about HDR. Are you asking about the processing?
 
It's not HDR. It's selective blurring and exposure/opacity/Fill(or any other methods) reduction in b/g in PS. I feel the subjects are overly sharpened rendering it harsh on the faces.

Looks like a variation of the Dragan effect to me.

This is my take on the effect:

There are a couple of ways to do it in Photoshop:

- Open your image in Camera Raw.
- Push the "Clarity" slider right up.
- Adjust the Contrast, Shadows and Vibrance sliders as desired.

OR

- Open image in Camera Raw via Bridge.
- Don't make any adjustments
- Hold shift and click "Open Object"
- Image will open as a Smart Object in PS
- Duplicate the Smart Object
- Double-click the duplicate layer's thumbnail - the image will open back up in Camera Raw
- Clarity slider to max
- Saturation slider to minimum (making it B&W)
- Adjust contrast, shadows, blacks, whites etc as desired
- Hit OK
- Change that layer's blending mode to "Luminosity"
- Adjust opacity or mask as desired.

I'm assuming you want to know what it was achieved so you don't accidentally do it yourself and give your clients disgusting pictures?

I'd be pissed if I hired Boogietek for my wedding pictures and ended up with that High School art project.

I agree with what you are saying but don't agree with your method of saying it. Little harsh but very accurate.
