There's a Photoshop filter set that can achieve this look.
It's called Alien Skin:Exposure.
Once your shot is processed you apply one of the filters-B&W film or color film, then choose presets or make your own.
It has alot of presets though. What most of them do is to mimic the look of traditional film types.
It has an amazing number of film types already in it, even real old vintage film stock.
And they actually go by the name of the film type, like Kodak Ektachrome, etc..
The plugin has alot of other types of looks, from IR filters to old school glamour shots.
Or do it for free - just apply a Curves Adjustment layer, go to the blue channel (or just click on the RBG dropdown and go to Blue), and drag your midtones down. Viola - blue (or RG>B) color cast.
