How to achieve this edit?

*UPDATED*I am wondering with using LR4 how I can achieve this slight overcast of the photo at the bottom? I know this is a purchasable preset from someone but I am trying to learn how to get this effect on my own. The effect I am wanting to achieve is the before and after near the bottom.

Uh, you mean "landscape dreamer"? I don't know what's going on there but my head hurts. What's up with the big, out of focus plant? It's dark like you were looking at a laptop monitor from the side or something, subject is small, I'm confused. You shouldn't want your photos to look like that.

Some times, at 18mm on my 18-200mm, I get some vignetting (dark corners) with my circular polarizing filter on. I'm okay when it happens on its own, but I would never add in post.

Heavy bad vignetting.
look for 'post-crop vignetting' and try the different options.
