Looks good. Decent composition, but it looks like you should scoot back a little bit. Raise the ISO sensitivity and use a quicker shutter time, seems a bit too long (a little blurred). Higher f#, DOF is a little shallow. Just a few things I'd change. I like it though, especially the angle you took it from

There's more than a few ways this can be taken. First, the body of the older one (Parent?) is covered completely. Was this a child trying to squeeze in a few more moments with the body of their parent? Second, something about this photo makes me think India (the blankets, perhaps), where social castes are common and those in the lower castes are forced into situations like this. Third, they could just simply be homeless people, on the streets for a myriad of reasons. Fourth, I could be completely wrong, but that's how I see it. There's a little motion blur to the photo, but I don't think it actually detracts from the drama going on here-it may add to it. I also have a sneaking suspicion this was shot on film, too. I like that it doesn't tell you a specific story, but that it directs your thinking but allows you to wonder within that realm.

Nope!! Maybe 60 years back, but not anymore. If it is India, your third option has a much higher chance of being right.
