Perhaps the shop sells " just balloons ", so the title works quite well. The figure is extra material for the story and doesn't need to necessarily fit into the title. Just guessing, obviously

It is obvious, Dean that the shop only sells balloons. My thought is that the figure could just as easily be a small tugboat and there would still be no connection. Had he wanted only to sell the balloon store, he could have waited for the guy to pass.
