Shot at f11 with an 18-55 kit lens..and its 3 exposure stacked with moving water would explain any softness

Assuming you shot in RAW, this would make for a good psuedo HDR. With the clouds and the waves, I'm not sure you are going to be able to process this one to get much more out of it without a lot of effort.

What I would do is take one of the middle exposures, or perhaps one that was just a bit towards to bright side and process the RAW file in 3 different ways. One for the highlights, one for the midtones, and one for the shadows...Then I would merge those in my HDR software.
