IMO the image is under exposed.
The underexposure makes the colors in the sky nice, but hurts the foreground.
A graduated neutral density (GND) filter on the lens would have helped by reducing the brightness of the sky relative to the foreground.
Quick and dirty:
I cropped some of the sky away, added a bit of contrast to the sky, and added exposure (+1 EV) to the foreground (all the land).
I dodged (lightened) the shadowed part of the city some, sharpened just the mountains, and added a thin black border.
