I don't know plants but I know some people do grow it in their gardens there so it most likely is. It sure looks like it from the pictures of it I just looked at. I darkened it/everything a bit for the pic to give the appearance of being in the moonlight. The original is lighter, here it is ...

Agreed, it is a pretty blue and now I know what chicory looks like. I tried some chicory coffee once but didn't care for it.
