Thank you! That pink thing is called a Roseate Spoonbill, thought you might like to know. Most people around here just call them spoonbills.

Thank you! Sort of is, it's called a weir. It's kind of like a spillway that allows excess water to pass over top but in addition it has tubes underneath to allow fish to pass thru also.
