They are an Ocotillo plant.

Nice pic! I like the angle and how the Ocotillo plants seem to be reaching up toward the clouds, begging for rain. Gotta love Texas! I miss Texas and floating down the San Marcos river on a tube with a cooler full of cold beer in another tube beside me. Good times!
