Newbie Question!

hey, just s stupid Newbie question, but i was out the other day experimenting with shutter speeds, trying to get a cool effect, as u can see the top of my car - the blue saxo- looks more white! how would i over come this?

You've lengthened the shutter speed which has over exposed the shot. Narrowing the aperture may work, or lengthening the exposure.
