Instead of "location, location, location"... I'm going to say "rotation, rotation, rotation"! ;-)

And I never ever say this but less contrast would bring out greater detail in the shadows. But you didn't hear it from me! A tighter crop might help also.

Dont care for the bottom being so much of the city lights. I like the sky maybe a panaroma cutting right above the bridge lights or a differant crop with the capital not being so much in the center. Its really heavy on the bottom with all the lights. Your horizan looks a little crocked also. I love the sky.

I agree that the bottom feels too heavy. I really like the way the dome is nicely lit compared to the rest of the scene and the sky is great aswell. I would go for a crop that brought more emphasis to thoose two elements.
