Northern Harrier?

This guy caught me by surprise just after I got out of the car and was setting up my camera. Took my best shot anyway but it didn't come out very sharp.

My best guess for an ID is a Northern Harrier, but feel free to set me straight.

Sure looks like it to me. I've been trying for quite some time to get a decent in flight shot.
