It is way over exposed and does not really contain a subject.

Over exposed ? No. Looks OK.
However the subject is not very interesting, the composition is not that bad. With so few stones maybe would be good to keep the left one whole in the frame.

From factual POV sure, your edit is much more informative, however very gray and "heavy". It lost the lightness of high key. Off course, if that would be my negative I would burn the stones a bit more and add bit more substance to the water, but leave the horizon unseen, seemingly in the fog, for viewer imagination to play with it.

i think it was intentionally "overexposed" to give it that surreal look and feel, which i kinda like

Yes, although I kind of feel like me having to explain it defeats the purpose.

I like the mood...but compositionally lacking. The feeling of wild ocean contrasts the road/bridge thing in an uninteresting way. Strips the image of some of some of its appeal. Lacking a strong subject.
