Please help w/ suggestions

How do I remove that obnoxious greenish white light in the middle of the photo? I don't wanna remove the green going up the railing though. I have photoshop cs2 and am fairly new with it. Any suggestions?

Not easily... I'm tired and may be overthinking this... but:

Use the brush to darken it up first, only where it's over a pure-black background. Then make a duplicate layer in PS, isolate the offending green stuff, remove saturation and darken till it blends with the black background. Erase the sections where the green stuff goes over the visible background to maintain detail.

I dunno....need coffee.

Yea, this is a nasty one. Last poster is right, but frankly I don't know how you'll replace the city lights too well in the background. Any other shots of this scene without the laser lighting? Could just cut that out, and composite it in.

Thank you both. Unfortunately I dont have another shot from the same perspective. I will try what you said Msteelio, but I may just need to go back and re do the shot
