Well you know how there's all these photo blogs and flickr sites where "fans" follow for "new cool photos"? What if there's an APP for that?!
No not instagram! It's like real good photos updated to the APP that people can download. They get new photos everyday and possibly link it to the live wall paper, so you get new beautiful wall papers everyday, which I think is kinda nice.
If the user likes a photo and wants to save it, well, only a 720p version will be available ( or something like that ), just big enough for viewing on your mobile devices.

Revenue? Like all free APPs, from advertising!

I get updates from a couple of websites already that send "top photos this week" sorts of updates to me in email -- I think this sounds like a logical extension of this. You'd have to work out how the ads / revenue would work, exactly, but it doesn't sound nearly as dumb to me as half the stuff that actually takes off.

The BING app for android.. new version lets you set your wallpaper to BING's daily image.

As a developer with app's in both iTunes and the Play store... i can tell you revenue from Ad's on Android is a joke.
