Question about weird eyes in photo

I took a picture of my niece a little while ago. We were outside and the lighting wasn't really bad it was the afternoon. In the photo though her eyes ended up looking like a reptile's. Is this a common camera mishap and if so what caused it? Here's a photo of the eyes.

In this case looks like camera shake or subject movement
