Are all the other specs of the lens exactly the same? Mainly, yes, although if one were to disect the differences in lens, (if one was higher quality) then no.

One person, wimg, states that his Canon 24-70mm-L is actually a 26 to 68mm lens...

Lens focal length ...how accurate are they? - Canon Digital Photography Forums

It is actually QUITE common for lenses, both zoom and prime, to NOT measure exactly the nominal specifications at their minimum and or maximum ranges, AND focus breathing is also pretty common at close focusing distances, so, it is not safe to assume that two different lenses will "produce the same exact results" when one lens ar 24mm is at the minimum of the lens's zoom range, and the other lens is inside its min/max focal length at the comparison focal length.

If you're talking about a 200 dollar kit lens, vs a 1000+ dollar L series lens, what do you think the outcome would be?

The result usually are not the same.

The Field of View often are different. We had an old thread here that talked about the issue. The user took a photo with 2x-7xmm lens with lens set at 70mm and then with the same setup, he then took another photo (same scene) with a 70-200mm lens set at 70mm. The 2 photos were different in terms of Field of View (I believe the perspective distortion was different as well). Both lenses are expensive professional lens.

Actually, the EF-S 15-85mm lens is a $700 dollars kit lens.

Oh my bad. Still doesn't have UD glass and all that jazz though right?

It is better than the one it replaced. According to Photozone, it has "17 elements in 12 groups inc. 3x aspherical and 1x UD elements", but I think it is overpriced. :)

Hmm. I suppose a good way to test this out is to set up a tripod and change lenses, and take a photo @24mm. I'll have to borrow a 24mm lens from a friend. I'll test this out soon and post results. Thank you.

It's probably on your radar, but if you do run such a comparison test make sure that you have each lens stopped down to the same f/#. You're talking about a 24-70mm lens...I'm going to guess that this is the EF 24-70mm f/2.8L USM. If you shoot this at 24mm wide open (f/2.8) you should get a drastically different looking image than using your 18-55mm at the largest available aperture at 24mm (it'll be something smaller than f/3.5).
