Is that a photo of a rope suspended above a step?

Next question; is the sign somebody's idea of a safety notice?

Yes and no. It's the cordon before the high altar of a church, and the sign is there to remind the visitor that the area is protected by an alarm: a sign of the times, I guess. The step (Stufe) is why I gave this one a German title.
