Remove noise

I shoot in raw and process with raw therapee and or Corel and or art.
I recently went to Colombia and sometimes the light was apalling - hence this photo

What would people recommend to get rid of the noise? Is Topaz as good as claimed?

Here's a very, very quick and basic 30 second edit in Topaz Denoise AI. Normally I'd have tinkered with it in Light Room and or PSE first to brighten it a bit but this is straight fro your Jpeg.

I think Topaz is an awesome piece of kit and well worth the money. This'll give you an idea.

There are some decent free denoise softwares on the go. Noiseware Community Edition is one I used to use but it's no where near as good or flexible as Topaz.

Lightroom noise reduction/sharpening does a pretty good job for me.

I start with Adobe's LightRoom Classic, switching to PhotoShop for more difficult things. PS has some very good noise reduction and sharpening tools that work most of the time, but if an image is excessively soft or blurred or excessively noisy, I go to either Topaz DeNoise AI or Sharpen AI right rom LrC or PS. You will not find better noise reduction or sharpening software.
