Here is how I would edit your first photo:

Both photos are somewhat under exposed.
Increasing the exposure makes image noise more visible.
I recommend cropping a bit off the top of the downtown photo.
The white balance seems a bit off for the Hotel Del Coronado shot.

For my edit I divided the image into 3 parts - the sky, the buildings, the water - and edited each individually.
