Nice processing! I would crop out most of the plants at the bottom. They were obviously moving and detract from the image of the waterfront.

If you used Photomatix there is a deghosting feature which would benefit your image. Select all the blowing plants at the bottom and see if it helps. I cant tell if they are multiple images or if they are out of focus.
They are definately a stark contrast to the sharp image in the background.

I dunno, I kinda like the waving, blurry plants in contrast to the sharp building. Very nice looking, realistic HDR. I'm not a fan of the over processed, cartoonish looking HDR I see a lot.

Thanks for the comments - I tried to use the de-ghost on the plants - unfortunately - it was so windy - that photomatix was no help. And I agree with EDL - over blown makes it too cartoonish - there is a fine balance between realistic and cartoonish - I just keep working on my process
