This was different. Homeless set up an encampment smack in the middle of a small town. Pissed off local businesses whose owners pressured a mayor to boot them without much follow-up support. Sadly, a couple fentanyl OD deaths followed after a couple safe injection sites were closed earlier, hence the shrine.
