Thoughts on how to make this better....

Sure, some ideas...

The framing is the first thing that strikes me as off. if the subject is the church, then bring it in to fill more of the frame. If the subject is the space or the fog, then widen the frame. Also, shots from above generally feel distant and cold...like you're god flying above the maelstrom with little care for the underlings (lol). Shooting looking up conveys a sense of power. That might not have worked in this because of the fog, but it's something to keep in mind.

Second, it lacks dynamic range and color. Usually you should try to get one or the other, or both. In this situation, you had two choices. Either shoot earlier in the day when the color would have been more vibrant or shoot later when the sun created some highlight and shadow. There should have been a moment during this sunrise when the sun just barely hit over the horizon and it would have created some highlight in the cloud and hill tops...even maybe on the steeple. Landscapes are so much about timing.

Well, PlanetStarbucks pretty well described what the problem is with your photo. I don't use terms like good or bad in describing other people's efforts; let's just say there are some things that are lacking in this picture. First thing is a point of interest; if it is supposed to be the church (?) it needs to stand out more; it's just about lost because there is not enough contrast; or as PlanetStarbucks says "dynamic range and color".
I think the framing could have worked if there was more tonal range in the photo.

If possible a shot from different position needed, so green building on the left will not distract from the central building.
