I'm wondering what the couple is doing there. Could that be a proposal?

No - kids. I think the one on the far right is mom. There was a mallard duck swimming around and I think the kids are looking for it. The pathways form little bridges over the water pond.

Oh, and for those out of the area and never been to DC, this is the Smithsonian Institute's "Castle" building. It is mainly administrative offices and the main information center, but it houses James Smithson's crypt. This garden, inspired by the Temple of Heaven in China, is to the rear of the building.
